Hi, I am currently residing in USA and planning to buy a residentail property in India. So i contacted different financial institutions for the quotes regarding Home Loan. They told me that to assign POA to my parents who are in India, i need to get attestation from Indian Embassy only .... Some of the representatives told me that if you get attestation from Public Notary in your county and not from Indian Embsaay , your loan can get sanctioned but will not get disbursed.... So is this a RBI regulation that you need attestation on POA from officer in Indian Embsaay or Consulate ?

Exactly same question I am carrying without been properly answered BUT yes its mentioned on ICICI portal that there is no need for attestation from indian embassy and only the Public Notary (Ex bank) should be sufficient. I did the same thing and sent the public notarised POA to my parents. Process is still in between so wont be able to tell you the outcome. If you already have got this answer, Please share the details with me.
